A unique Committee of the Whole meeting took place Monday night as Spencer’s City Council were given a bus tour of some of the city’s public works facilities.

The first stop was at the city’s waste treatment plant, where the council was given an update on the facility’s current operations and keeping future economic development in mind as the city’s sewer system is considered.
