'Operation Winter Wrap Up' nets 18 drug arrests

STORM LAKE - Storm Lake Police have made 18 arrests in a series of drug-related investigations that have spanned over nine months.

The investigations involved the alleged manufacturing and sale of methamphetamine, the sale of cocaine, psilocybin mushrooms and marijuana and the use of heroin, marijuana, methamphetamine and prescription pills.

Early Friday, Jan. 3, police launched Operation "Winter Wrap Up," which continued through the weekend involving search warrants and arrest warrants being served in Storm Lake and in a variety of other jurisdictions where people wanted by the Storm Lake Police Department reside. Suspects were located and arrested on Friday, Saturday and Sunday.

As part of the operation, Storm Lake officers executed a search warrant at a residence located at 1010 W. Fifth St. Friday morning. They seized 2 pounds of marijuana packaged for streets sales (street value of $12,500), packaging material and other items used in the sale of illegal drugs. Also seized at the residence was cash, drug paraphernalia and a vehicle allegedly used in the transportation of the illegal drugs.

At the West Fifth Street address police arrested Kevin Yang, 20, and Doun Yang, 22, both of Storm Lake. Both men were charged with possession with intent to deliver marijuana (class D felony) and failure to affix a drug tax stamp. Both men were booked into the Buena Vista County Jail on a $5,000 cash bond each.

At approximately noon Friday, Storm Lake Police executed a search warrant at 708 W. Seventh St. after detecting an odor of marijuana in the residence while looking for a wanted person. Police located and seized additional drug paraphernalia and arrested Albernard Clinton Jr., 20, of Storm Lake, who was wanted on a warrant charging him with possession of marijuana. He was booked into the county jail on a $1,000 cash bond.

Police further arrested Josue Garcia, 21, of Storm Lake, and charged him with possession of drug paraphernalia. He was booked into the county jail on a $300 cash bond.

The following people were also arrested throughout the weekend in connection with Operation "Winter Wrap Up":

- Raul Martinez-Lozano, 35, of Storm Lake, charged with three counts of delivery of cocaine (class C felony) and ongoing criminal conduct (class B felony). Booked into the county jail on a $50,000 cash bond and a hold by the US Immigration and Customs Enforcement.

- Macdonald Hoskins, 31, of Storm Lake, charged with possession of heroin third offense, possession of methadone (both class D felonies) and possession of drug paraphernalia. Booked into the county jail on a $5,000 cash bond.

- Edward Fowler, 31, of Storm Lake, charged with possession of marijuana third offense. Booked into the county jail on a $2,000 cash bond.

- Bouasone Sihachak, 35, of Storm Lake, charged with probation violation reference possession of marijuana second offense. Booked into the county jail on a $2,000 cash bond.

- The following were all charged with conspiracy to manufacture methamphetamine (class B felony) and possession of pseudoephedrine (class D felony). All of the arrested persons were booked into the county jail on a $100,000 cash bond each.

- Heidi Sippel, 38, of Galva

- Bryan Brock, 32, of Schaller

- Mindy Baughman, 28, of Fort Dodge

- Taylor Maschino, 32, of Fort Dodge

- Shane Schimmer, 39, of Ida Grove

- Dennis Franzmeier, 54, of Newell

- Casey Beckmen, 35, of Odebolt, charged with conspiracy to manufacture methamphetamine (class C felony) and possession of pseudoephedrine (class D felony). Booked into the county jail on a $50,000 cash bond.

- Adam Taylor, 26, of Schaller, charged with conspiracy to deliver psilocybin mushrooms (class C felony). Booked into the county jail on a $50,000 cash bond.

-- Amber Apolito, 23, of Alta, charged with delivery of psilocybin mushrooms (class C felony). Booked into the county jail on a $50,000 cash bond.

-- Stephen Campbell, 40, of Odebolt, charged with conspiracy to deliver methamphetamine (class B felony). He was served the warrant while being held in the Woodbury County Jail on unrelated charges where he remains held on a $100,000 cash bond.

The Storm Lake Police Department was assisted in locating and arresting the suspects by the Buena Vista County Sheriff's Department, Sac County Sheriff's Department, Ida County Sheriff's Department, Newell Police Department and the Fort Dodge Police Department.

Additional arrests are possible.
