During what will be a quick Spencer City Council meeting Monday evening, the councilmen will participate in a public hearing to allow the city to vacate a piece of land running behind homes on East Second Street.
"It was an area of land that at one time was going to be platted as an alley," City Manager Bob Fagen explained. "It never was."
The public hearing will be held to discuss and handle any public comment regarding the city's intention to give the land - an unopened east/west alley in Jolliffe's Addition - to the adjacent residents.
"It allows them to use it as they may," Fagen said. "The city will be holding the hearing to allow the area residents to have ownership of the land and maintain it."
He added, "I'm sure they were using it already."
While the property may function as an alley for the residents in the area, the city will not recognize it as such and will not be providing city garbage pick up or other services.
