Council member at large David Scott was the only office-holder to face a challenge on the city election ballot. The Spencer attorney has been on the council since 1981 and received another four-year term.
"I knew it would be a fairly low turnout and in that kind of a situation, every vote counts," Scott said. "I'm just honored that people would make the effort and get out, vote and support me after I've been on the council for so many years."
He received 452 votes for 59 percent support. Spencer businessman Randy Plagman received 313 votes for 41 percent support.
"Randy got a lot of votes and a lot of people supported him," Scott said. "I thought some of his ideas were pretty valuable."
Peterson received 653 votes in an uncontested mayor's race. The office received 18 write in votes.
Ward 1 voters gave incumbent George Kruger for a second four-year term with 86 votes. There were two write ins.
Steve Bomgaars will return as the Ward 3 representative on the city council. He received 158 votes in an uncontested race. There was one write-in vote. He's been on the council since first winning election in 2004.
Ron Hanson received 91 votes in Ward 5 to return for a second, four-year term. He was the only candidate to file for the office, which drew one write-in vote.
Two members of the Spencer Hospital Board of Trustees will return to office as well. Neal Conover received 584 votes and Gary Van Hofwegen received 577 votes for two seats. There were 13 write-ins.
