* Wendy Rosenwinkel, 38, Webb, was charged with two counts of child endangerment and one count domestic assault following a complaint at 10:03 p.m. Thursday, Aug. 28, in the 3100 block of 450th Street near Webb. Deputies responded to a domestic disturbance between a boyfriend and girlfriend. Deputies determined that Rosenwinkel assaulted her boyfriend and also assaulted her 3-year-old and four-month-old children. She was taken into custody without incident and placed in the Clay County Jail.
She was then charged with violation of a protection order on Sunday, Aug. 31, in the 1600 block of West Street in Ruthven. Rosenwinkel was placed under arrest with the help of the Palo Alto County Sheriff's Office and held in jail a second time to appear before a magistrate.
* Arthur Willeford, 39, Spencer was charged with disorderly conduct and a 17-year-old male from Spencer was charged with disorderly conduct and interference with official acts at 7:05 p.m. Monday, Sept. 1, in the 300 block of 10th Street Southwest. They were released on citations.
* A 15-year-old male from Spencer was charged with giving false information to a police officer at 8:33 p.m. Tuesday, Aug. 19. He was released to a parent.
* Spenser Taylor, 20, Ayrshire, was charged with driving with a suspended license at 11:21 p.m. Friday, Aug. 29 and again at 2:31 p.m. Tuesday, Sept. 2, in the 800 block of West Fourth Street. He was taken to the Clay County Jail.
* Zachary Iseminger, 18, Spencer, charged with driving while license suspended at 3:40 a.m. Tuesday, Sept. 2, in the 400 block Grand Avenue. He was taken to the Clay County Jail.
* Culley Fricton, 32, Spencer, was arrested at his residence on two Dickinson County warrants at 7:29 a.m. Tuesday Sept. 2. He later posted bond and was released.
* Zachary Iseminger and Kevin Willeford, both 18, of Spencer, as well a 16-year-old male from Spencer and 17-year-old male from Greenville were all charged with possession of alcohol under the legal age. They were released to parents with a police citation.
* A 16-year-old male from Schaller was charged with first-offense operating while intoxicated and possession of alcohol under the legal age at 3:32 p.m. Saturday, Aug. 30, in the 10 block of West Third Street. Quentin Thomas, 18, Alta, and another 16-year-old male from Schaller was charged with open container and possession under the legal age. They were released to parents on a police citation.
* Two 14-year-old males from Spencer were charged with third-degree criminal mischief at 1 p.m. Thursday, Aug. 21, stemming from vandalism to concession stands at the fairgrounds.
* A 15-year-old male from Spencer was charged with fifth-degree theft at 3:39 p.m. Saturday, Aug. 23, stemming from a bicycle theft in the 10 block of East Third Street.
* Gilberto Vargas, 49, Spencer, was charged with third-offense domestic abuse assault at 9:28 p.m. Saturday, Aug. 30, in the 300 block of West Fifth Street. He was placed in Clay County Jail.
* Jason Kelley, 31, Spencer, was charged with public intoxication at 2:24 a.m. Sunday, Aug. 31, in the 100 block of West Sixth Street. He was placed in Clay County Jail.
* Todd Krebsbach, 30, Spencer, was charged with second-offense operating while intoxicated at 3:07 a.m. Sunday, Aug. 31, in the 100 block of East 11th Street. He was placed in Clay County Jail.
* Nikolas Harken, 20, Spencer, was taken into custody on a warrant for failure to appear at 8:17 p.m. Tuesday, Aug. 26, at the Spencer Police Department. He was turned over to a jailer.
* Douglas Maynard, 56, Show Low, Ariz., was charged with public intoxication at 2:42 p.m. Friday, Aug. 22, in the 1900 block of 330th Street. He was taken to the Clay County Jail.
* Christopher Garcia Elias, 20, Spencer, arrested for public intoxication and assault on a police officer at 3:53 a.m. Saturday, Aug. 30, in the 1200 block of North Grand Avenue. He was transported to Clay County Jail.
* Ann Janssen, 39, Spencer, was arrested at 3:49 p.m. Wednesday, Aug. 27, on a Clay County warrant for second-degree theft. She was placed in the Clay County Jail.
* Kymberly Phelps, 20 Spencer, and Wayne Grimes, 26, Spencer, were both charged with domestic abuse assault at 6:25 p.m. Thursday, Aug. 28, in the 100 block of East Second Street. They were both brought to the Clay County Jail.
* Adam Wagner, 31, Spencer was charged with first-offense operating while intoxicated at 1:58 p.m. Thursday, Aug. 28, in the 500 block of 11th Avenue West. He was taken to Clay County Jail.
* Cory Bavousette, 22, Spencer, was arrested at 2:10 p.m. Monday, Aug. 25, at West Leach Park for domestic assault. He was transported to the Clay County Jail.
* Shandra Gomez, 20, Sioux Rapids, was charged with driving while license suspended at 2:07 p.m. Thursday, Aug. 28, in the 500 block of First Avenue West. She was brought to the Clay County Jail.
* Richard Sens, 72, Everly, was charged with driving under suspension at 2:32 p.m. Thursday, Aug. 28, near East Second and North Harrison streets in Everly. He was transported to Clay County Jail without incident and released on bond.
* Miguel Cadena, 22, Spencer, was charged with driving under suspension at 7:45 p.m. Wednesday, Aug. 27, in the 2400 block of B-17. He was held in jail to appear before a magistrate.
* Antonio Ramirez-Ledesma, 29, Storm Lake, was charged with failure to have a valid driver's license at 10:23 a.m. Sunday, Aug. 24, in the 4100 block of Highway 71. He was released on bond.
