The Iowa Department of Natural Resources on Saturday announced charges involving a central Iowa teenager's watercraft collision Friday on West Lake Okoboji.
Joshua James, 14, of Clive, was charged with careless and reckless operation after the personal watercraft he was operating collided with a 20-foot deck boat operated by Virgil Karstens, 71, of Spirit Lake.
Karstens and three passengers on his boat were treated and released for minor injuries at Lakes Regional Hospital.
The incident occurred at approximately 2:30 p.m. at Emerson Bay on West Lake Okoboji. The personal watercraft operated by James sustained scratches, but the boat operated by Karstens sustained heavy damage.
The incident is under investigation by the DNR and assisted by Arnolds Park/Okoboji Fire and Rescue and Lakes Regional Hospital's Ambulance.
James was also cited for failure to have operator certification, but will be given time to complete it. Officers also issued James a warning for having a discharged fire extinguisher.
