City concerned about pet peeve

Park users would like to avoid the stuff on their sneakers, the leftovers on their loafers and the foo-foo on their flip-flops.

And many pet owners don't realize there's a potential fine for what gets left behind -- the Spencer city staff says it has taken a few calls about pet droppings at parks. The topic was brought up at a recent community park forum.

It can be an annoyance, according to Spencer Parks and Recreation Director Delray Bredehoeft.

"If we get into areas where we have other people, especially like playground areas, then we do have problems," he said. "The kids will come home with the dog stuff on them. It's certainly something the parents don't appreciate."

The unhappy mix of recreation and residue tends to play out in the city's smaller, neighborhood parks, according to Bredehoeft.

"As we head out to Stolley's and some of those areas, there's just more area for people to go," Bredehoeft said.

City officials have some ideas to reduce the droppings in city parks:

Self accountability:

Pet owners are encouraged to bring along a small plastic bag to pick up after their pets.

A place for pets:

"We're working on is the possibility of a dog park, where people could take their dogs to exercise them," Bredehoeft said. "We're looking at the De Wolf area right now and seeing if that isn't a possibility."

Friendly reminders:

"Dog Owners," it says. "Mind your Pees & Poos. Please Clean Up After Your Dog!"

"I think the sign is very beneficial," Hurst said. "The people that saw it enjoyed the humor of it -- and they also took it to heart."

Dog stations:

The city could put up dog stations, where plastic bags -- similar to ones used for produce at the grocery store -- could help alleviate the problem, according to Spencer Police Chief Mark Lawson.

Enforcement:

An officer, theoretically could be assigned to monitor the park for ordinance violations. "Hopefully it doesn't come to that," Lawson said. He said the department's resources can be better spent "rather than watching a dog relieve itself."

"We don't have the personnel," Lawson said. "We're not going to babysit a park and watch for someone to clean up dog droppings.

There is an ordinance on it, however, we address those as they are called in -- and we have made contact with people who have pets."

The ordinance violation would be a simple misdemeanor, which carries a fine of up to $100 plus court costs. A feisty magistrate judge could cost pet owners $180 if the judge is inclined to issue the maximum penalty.

"I see a lot of people walking a lot of dogs and I see a lot of these people carrying little plastic bags with them," Lawson said. "So are these dogs that are being walked, that are being allowed to do this, or is this people whose dogs are let out or dogs that are running loose who are doing this? That's the other issue."

I think it's great that this issue has been brought up. It is absolutely disgusting to see dog droppings everywhere. When out with my dogs, I never leave home without at least two bags per dog. You think they are done, only to discover that they have more saved up.

Another issue I'd love to see addressed is dogs running loose. Isn't there a leash law here? Oh wait, yes there is!

No privately owned animal shall be allowed to run at large in any City park except by permission of the Park Board, and every such animal shall be deemed as running at large unless the owner carries such animal or leads it by a leash or chain not exceeding six feet (6') in length or keeps it confined in or attached to a vehicle, except for the training of dogs, and only then by permission from the Park Board. When I am out walking my dogs, I don't want your dogs running up to "say hi." I am often walking my dogs with my baby in the stroller, and not only do I not want your dog all over my child, my dogs don't care for it, either. A dog park would be great if it keeps people from letting their dogs run loose in areas that are not designated offleash areas. I'd love to go walking at the fairgrounds, but there are too many people who don't think that the law applies to them.

I agree we need a dog park!! This town has how many parks?? I certainly HOPE we could find just one spot that would be dog friendly!!

Just FYI- diaper disposal bags are VERY handy for cleaning up after pets!! Just the right size, fold nice and small to carry with you, 100 for $1 (Dollar Tree)--and environmentally friendly!!

I understand both sides of the debate. I believe we should come up with a solution that is good/fair to both sides!!

1) We need to pick up after our dogs.

2) We need to keep our pets out of areas

that are unsanitary to have them in.

3) We NEED to build a park for our Dogs

to run!

4) We need to build a lake for our Dogs

to Swim!

We go up to the lakes all the time and spend a lot of money in our community fishing, swimming, enjoying summer activites. We have searched all over the lakes to find an area that we can take our hunting dogs to swim, we can't find one. Signs posted all over, we abide the law and don't take them. But anyone that has a dog know its great excersise for them and the enjoy it. If we are going to spend more money on another road from Menards to Industrial area can we not spend a small fraction of money on a pond/dog park??

What is the difference between dogs in the water and having fish, turtles, birds, bugs, etc. that do their business in the water. I really don't think dogs out there make that big of an impact compared to all the other wild animals, who have had not vaccinations and could carry a disease.

As large as Spencer is why don't they have a fenced in dog park. Most towns have then-and they furnish dog baggies and a trash can to dispose of them. the town that I live in is about a fourth the size of Spencer and we have a two acre dog park. It is very busy. dogs and people get along great. Maybe some body needs to go to a city council meeting!!!

While we are on the subject...aren't people and pets supposed to stay out of Stolley pit because it is a drinking water source? Everytime I go there someone is out there with a dog in the water. I don't know about you but I'd rather step in pee & poo than drink it in a glass of water.
