ARRESTS

* Following several complaints, Deidra Osberg, 36, Spencer was charged at 6:42 p.m. Wednesday, Aug. 22, with allowing animals to run at large. She was cited into court.

* Paul Mason, 19, Spencer and Michael Jones, 26, Spencer were charged with disorderly conduct following their involvement in a fight at 8:27 p.m. Thursday in the 300 block of West Sixth Street. They were released on citation.

* A purse was reported stolen from a locker at 12:42 p.m. Monday, Aug. 13, in the 1100 block of West 11th Street in Spencer. The investigation led to a fifth-degree theft charge against Rita Keene, 32, Spencer. She was cited into court.

* Roger Allen Rouse, 46, Spencer, was charged with interference with official acts, disorderly conduct and assault at 12:52 p.m. Monday in the 300 block of East Eighth Street. He was placed in Clay County Jail.

* Sonia Heidi Sanchez, 31, Spencer, was charged with defacing property at 10:58 p.m. Monday in the 600 block of West Fifth Street. She was released on citation.

* Ashley Lambirth, 20, Sheldon, was arrested at 4:30 p.m. Tuesday, Aug. 21, by a Sheldon Police Officer and held on a Clay County warrant issued for her arrest, stemming from contempt of court for failure to pay fines or costs.  A Clay County Deputy picked Lambirth up and brought her to the Clay County Jail where she was booked in and held on a $550 cash-only bond.

* Ronald Gene Moriarty, 49, Spencer, was taken in on Plymouth County warrants for assaulting a police officer and public intoxication at 8:20 a.m. Friday in the 3900 block of 225th Avenue in Spencer. He was held in jail for Plymouth County authorities.

* Nathaniel Brian Neumann, 26, Spencer, was arrested at 2:39 a.m. Sunday in the Exact Eye Care parking lot for possession of a controlled substance involving prescription drugs for painkillers that were not in his name. He was held in jail to appear before a magistrate. A passenger Timothy William Weber, 25, Spencer was arrested on an O'Brien County warrant for fifth-degree criminal mischief. He was transported to Primghar.

* Harold Verne Clay, 52, Armstrong, was charged with operating while intoxicated after a crash at 6:15 p.m. Sunday near blacktop B53 and 430th Street in Clay County. His 1998 Oldsmobile Delta 88 was traveling west on 430th street, when the car veered off onto the right shoulder. The driver over corrected and lost control, sliding the vehicle sideways across the road. The car then entered the left ditch, rolled several times and came to rest on its wheels. Clay then started to drive east down the south ditch and made several attempts to drive the vehicle out of the ditch, but was unsuccessful. The vehicle then became stuck in the ditch. The driver and a passenger then flagged down a motorist to leave the accident scene. Both were later located and arrested. Clay's passenger, Lee Charles Lemke of Swea City was charged with public intoxication and placed in jail.

* At about 8:55 p.m. Friday, the Clay County Sheriff's Office received a complaint of a motorcycle and a man lying in the north ditch of the 2100 block of 435th Street. Upon arrival the driver, Jeffrey Waggoner, 26, Hartley, was transported to Spencer Hospital. Deputies later determined that Waggoner was operating while intoxicated. Upon release, he was cited for second-offense operating while intoxicated, failure to maintain control and violation of a restricted license. His blue 2006 Harley Davidson motorcycle was a total loss.

ACCIDENTS

* Brandon Kruse, 23, Spencer was charged with failure to yield at a stop sign following a two-car crash at 4:31 p.m. Monday near the intersection M38 and B24 in Clay County. Joan Phelps, 49, Royal was making a left turn onto M38 when Kruse pulled away from a stop sign at M38. Kruse's 1989 Chevy truck sustained $500 when it struck a 2006 Mercury driven by Phelps. The car sustained $2,000 damage.

* Bradley Ray Figgle, 40, South Sioux City, Neb., was traveling south at 6:28 p.m. Thursday near the intersection of Fourth Street and Grand Avenue when a pedestrian, 10-year-old Zachary Bailey ran into the crosswalk attempting to go east. The impact caused Bailey to sustain a broken leg.

Figgle's 2003 Ford van was not damaged. Officers were assisted by Spencer Ambulance at the scene.

* Mercedes Laque Hurst, 16, Spencer, was backing a 1996 Chevy Blazer out of a driveway near West 13th Street and 11th Avenue West when she struck a legally parked 1999 Montana van. The van sustained $2,000 damage. The Blazer sustained $500 damage. The mishap took place at 6:39 p.m. Wednesday, Aug. 22.

* Elmer A. Cuellar, 31, Omaha, Neb., was in the turning lane at 1:16 p.m. Tuesday, Aug. 21, along 11th Street Southwest when he realized he wanted to go to the Southpark Mall. He backed his 2006 truck up and struck a 2004 Nissan driven by Daniel F. Kaercher, 58, Urbandale. The Nissan sustained $2,000 damage. The truck did not report damage.

* Bryan William Pratt, 26, North Mankato, Minn., was traveling east at 1:14 p.m. Tuesday, Aug. 21, near Car-Go Express when he was trying to get past a semi tractor and trailer, which was unloading merchandise. Katelyn Marie Pfeifer, 18, Milford, was also driving past the semi in a 1999 Saturn when the two vehicles collided. The Saturn sustained $1,500 damage. Pratt's 2006 Pontiac sustained $1,500 damage.

INCIDENTS

* Someone between Aug. 14-21 someone entered the unlocked garage of Odelo Schlichte at 107 West Wilson in Everly and stole a Remington 22-caliber bolt-action rifle.

* A fire hydrant and pipe sustained $2,000 in damage from in a hit-and-run incident at 7:29 p.m. Wednesday, Aug. 22, near Manwarren Furniture.
