Spencer Park Board members are hoping the fourth time's the charm.
This week they approved submitting a fourth $125,000 Resource Enhancement And Protection (REAP) grant application for the potential development of a shelter house, trails and "green" elements -- such as a rain garden, upland and hydric prairie areas -- in Deerfield Park.
